Dass offene Daten auch im Gesundheitsbereich für mehr Transparenz sorgen können, hat nun Australien mit dem Emergency Department Dashboard vorgezeigt: auf diesem werden alle 30 Minuten die aktuelle Anzahl an Patienten und Wartezeiten für Notfallambulanzen in Spitälern mit Unterstützung eines Ampelsystems dargestellt. Personenbezogene Daten werden natürlich nicht veröffentlicht. Weitere Infos sind in den Hilfeseiten, den FAQs und folgendem Newsbeitrag zu finden.

Australiens Gesundheitsminister John Hill zum ED Dashboard: “I want to help remove some of the mystique around how our health system is run and inform the public about how patient flow is managed in a busy hospital environment. I don’t know of any other health system in the world – and there are certainly none in Australia – that puts up the same performance data as used by its staff for the public to examine.”

Wartezeiten für Operationen, die bereits jetzt online abgerufen werden können, sollen künftig auch ins Dashboard integriert werden.

Habe heute die lange Zugfahrt zurück nach Wien von der äußerst gelungenen Open Knowledge Conference 2011 in Berlin dazu genutzt, aus über 2000 Tweets jene 181 rauszusuchen, welche die Inhalte und Stimmung auf der Konferenz aus meiner Sicht am besten wiedergeben – in Anlehnung an den TED Talk von Eli Pariser sozusagen meine persönliche “Filter Bubble” 🙂

Online-Umfrage zu Wünschen der Nutzer gestartet

Eineinhalb Monate nach dem Start des Open Data Portals und etwas mehr als eine Woche nach der inhaltlichen Erweiterung, fragt die Stadt Wien nun in einer Online-Umfrage Interessierte nach ihren Wünschen zu offenen Daten in der Bundeshauptstadt.

In einem Online-Fragebogen wird erhoben, welche Daten von den Nutzern gewünscht werden, welche Anwendungen ihnen dabei vorschweben und wie die Befragten mit den Angeboten des Wiener Open-Data-Portals zufrieden sind. Die Umfrage ist für zwei Monate anberaumt.

Teil des Einführungsplans
Die Online-Umfrage ist Teil des Einführungsplanes für Open Government Data in Wien, nach der Portalöffnung am 17. Mai und der Berücksichtigung des Themas im Content Award Vienna in einer eigenen Open Data Kategorie.

Befragungen wie die vorliegende gehören weltweit zu den festen Bestandteilen der Einführungsprozesse von offenen Verwaltungsdaten. In Österreich gibt es auch schon Ergebnisse ähnlicher Studien aus dem Projekt LOD2 und durch den Verein Open3.

Informationsveranstaltung am Donnerstag
Am Donnerstag, den 30. Juni, laden die Wiener Open-Data-Verantwortlichen auch wieder zu einer Informationsveranstaltung, bei der diesmal neben dem Chief Information Officer (CIO) der Stadt, Johann Mittheisz, unter anderem Vertreter von Vienna GIS, den Wiener Linien und der Landesstatistik Wien Interessierten Rede und Antwort stehen werden.

Die erste Version des openNetwork von open3 war ein Versuch, die Online-Diskussionen rund um Open Government und Open Data in Österreich mittels einer Vielzahl an Foren und Gruppen sichtbar zu machen. Aufgrund von v.a. fehlender zeitlicher Ressourcen konnten wir die für Online-Communities notwendigen Aktivitäten wie Moderation, Inittierung von Diskussionen etc. jedoch nicht in geplanter Form durchführen. Aus diesem Grund haben wir uns entschlossen, die Foren und Gruppen auf open3.at zu schließen.

Aktuelle Online-Diskussionen rund um Open Government und Open Data in Österreich finden mittlerweile verstärkt auf der okfn-at-Mailingliste des Open Knowledge Forum Österreich statt. Per 19.6.2011 gibt es rund 90 Abonnenten auf dieser Mailingliste.

Das Archiv dieser Mailingliste ist frei einsehbar, wer sich an Diskussionen beteiligen möchte oder auch nur Zusammenfassungen täglicher Emails erhalten möchte, kann sich kostenlos registrieren.

Gratis-App von Umweltbundesamt, echonet und open3.at

(Wien, 15 Juni 2011) Mit den steigenden Temperaturen steigt auch die Gefahr einer hohen Ozonbelastung. BesitzerInnen von Smartphones können sich ab sofort über den stundengenauen Ozonwert in ihrer Nähe informieren und sich bei Überschreitung der Schwellenwerte warnen lassen. Die neue Open Data Anwendung wurde von echonet und open3.at entwickelt. Die Ozondaten stellt das Umweltbundesamt zur Verfügung. Im Rahmen der Open Government Data Konferenz am 16. Juni in Wien wird die neue App vorgestellt. Sie ist ab sofort kostenfrei erhältlich und lässt sich auf den Smartphones sämtlicher Hersteller installieren. „Die neue Applikation ist unser Beitrag zu einer zeitgemäßen, innovativen Umweltinformation. Damit folgen wir den Prinzipien des Open Government“, erklärt Georg Rebernig, Geschäftsführer im Umweltbundesamt.

Die Anwendung funktioniert in jedem modernen Browser und Smartphone (Android, iPhone, Blackberry, Opera Mobile, Palm Web OS und Fennec) und kann unter www.ozon-info.at aufgerufen werden.

Ozondaten

Die stündlich aktualisierten Ozonmesswerte für ganz Österreich werden von den Ämtern der Landesregierungen und dem Umweltbundesamt zur Verfügung gestellt. In Österreich werden als Grundlage für eine umfassende Information der Bevölkerung gegenwärtig über 100 Ozonmessstellen betrieben.

Zum Schutz der Bevölkerung vor überhöhten Ozonbelastungen sind im Ozongesetz eine Informations- und eine Alarmschwelle festgesetzt. Werden diese überschritten, ist darüber über die Medien zu informieren. Die Informationsschwelle wird bei einer einstündigen Ozonkonzentration von mehr als 180 µg/m³, die Alarmschwelle wird bei einer einstündigen Ozonkonzentration von mehr als 240 µg/m³ erreicht. Zum Schutz der menschlichen Gesundheit legt das Ozongesetz darüber hinaus auch einen Zielwert fest. Dieser ist als höchster Achtstundenmittelwert eines Tages festgelegt. Er beträgt 120 µg/m³ und darf an nicht mehr als 25 Tagen pro Jahr, gemittelt über drei Jahre, überschritten werden.

Ozonbelastung

Eine hohe Ozonbelastung betrifft vor allem Kinder mit überempfindlichen Bronchien, Personen mit schweren Erkrankungen der Atemwege und/oder des Herzens sowie Asthmakranke. Kurzzeitig erhöhte Werte können Kopfschmerzen, brennende Augen, Atemwegsbeschwerden oder Asthmaanfälle auslösen und die körperliche Leistungsfähigkeit einschränken. Wird die Informationsschwelle überschritten, sind ein Spaziergang, Baden oder ein Picknick auch für empfindliche Personen unbedenklich. Steigen die Ozonwerte jedoch weiter und erreichen die Alarmschwelle, sollten ungewohnte und starke Anstrengungen im Freien, vor allem zu Mittag und am frühen Nachmittag, vermieden werden.
